Do you need a panel upgrade?
Most homes do not. If your electrical service is already 200 amps, a Level 2 EV charger almost always fits with room to spare, and an electrician just adds a breaker and runs a circuit. The homes that usually need real electrical work are older ones running on 100-amp service, especially if they already have electric heat, an electric range, or a hot tub eating into that capacity. The way to know for sure is a load calculation from a licensed electrician, but you can rule yourself in or out of the expensive category before you even call one.

How much power a Level 2 charger actually needs
A standard home Level 2 charger runs on a dedicated 240-volt, 40-amp circuit and draws about 9.6 kW, which is roughly the same load as an electric range or a central air conditioning compressor. Your panel needs to have that much headroom left over after everything else in the house is accounted for.
A 200-amp panel provides about 48,000 watts of total capacity, and a typical household uses 15,000 to 25,000 watts at peak. Adding a 9,600-watt charger still leaves plenty of margin, which is why newer homes rarely need any panel work. A 100-amp panel, by comparison, provides only about 24,000 watts total, and with heating, hot water, cooking, and other appliances already drawing on that, there may be little or nothing left for a 40-amp charging circuit.

What a panel upgrade actually costs
When an upgrade is needed, it's a one-time job: swapping the panel, the main breaker, and sometimes the service cable from the meter. In Ontario, a straight 100-amp to 200-amp upgrade typically runs $2,000 to $2,800, with the full range of panel upgrade jobs (including bigger jumps or added wiring) landing between $2,500 and $4,500. On top of that, Ontario requires an Electrical Safety Authority permit, which runs roughly $250 to $500.
That's a real expense, but it's not just for the EV. A 200-amp panel also clears the way for a heat pump, an induction range, or a second charger down the road, so it's not money spent on the car alone.

The cheaper workaround: load management
If a full panel upgrade feels like overkill for one charger, a load management device is the middle option. Devices like Eaton's DCC-9 or the Emporia Smart Circuit Breaker monitor your home's total draw and automatically throttle the EV charger when other big loads (the range, the dryer, the heat pump) kick in. That lets a 40-amp charger run on a panel that couldn't otherwise support it, without the cost or disruption of a full swap. It's a recognized approach under the Canadian Electrical Code, not a workaround that skips inspection.
The tradeoff is that your charging speed dips when the rest of the house is busy, which mostly matters if you're topping up in a hurry rather than charging overnight.
Rebates that help offset the cost
As of 2026-07-15, British Columbia has the most fully documented residential program. BC Hydro's Home EV Charger Rebate covers up to 50% of the purchase and installation cost of a Level 2 charger, to a maximum of $350, for single-family homes, row homes, and duplexes. On top of that, BC Hydro offers an additional $200 rebate for installing an EV power management device — the same category of hardware that can let you skip a panel upgrade — plus a $250 bill credit (and $50 per season after) for enrolling a smart charger in the Peak Saver program. Stacked together, that's up to roughly $800 in incentives for a BC homeowner who needs both a charger and a load-management fix instead of a full panel swap.
None of these BC rebates cover the cost of a panel upgrade itself, and BC Hydro is explicit that the charger rebate doesn't apply if all you're installing is a bare 240V outlet. Other provinces and utilities run their own programs (Quebec, for instance, is winding down its Roulez vert home-charging rebate under a new Écorecharge program, with the residential component slated to end December 31, 2026), so check what's live in your province and municipality before you book an electrician, since documentation requirements and deadlines vary.

Get the load calculation before you assume anything.
